Letter from the Chair

Thank you for your interest in the position of Clerk at Heart of Worcestershire College (“HoWC”).

The college was formed on 1 August 2014 as a result of the merger of North East Worcestershire College and Worcester College of Technology (“WCT”) and has campuses in Bromsgrove, Malvern, Redditch and Worcester. With some 13,000 learners and turnover this year of approximately £37million we are by far the largest general further education college in the county and [in the mid-range] of colleges nationally.

The merger of two strong colleges was driven by the recognition that a single, larger college could better support the needs of learners and employers across Worcestershire and farther afield while providing more resilience in challenging economic conditions. We have strong connections with both the Worcestershire and Birmingham and Solihull LEPs and collaborate with a wide range of partners to provide extensive vocational training and apprenticeship opportunities. Our financial performance is good, with surpluses in each of the two years since merger, a strong balance sheet and anticipated net funds of some £16million at 31 July 2016.

A true merger of equals, the initial Corporation of HoWC comprised equal numbers of non-executive governors from the predecessor colleges with a planned phased retirement and recruitment programme which has been successfully started. Governors, who come from a variety of backgrounds and provide a wide range of specialist expertise, invest heavily of their time and are deeply committed to the success of the College. We operate a limited committee system of governance in which the Clerk’s role is crucial and the importance of the position is reflected in its being designated as a senior post holder.

Our present clerk, Jenny Morris, is retiring at the end of August having joined WCT in 2004. Jenny has provided strong guidance and support to the Corporation over the past twelve years and has had a key role in establishing good governance practice in the expanded organisation. We are looking for a top class individual to succeed her and fulfil the role outlined in this brief and I look forward to your application.
